Up to [parser3project] / parser3 / src / include

removed exception va_list constructor.
1. not needed anymore
2. there were a conflict[causing errors] between
ctor(, va_list)
ctor(, ...)
compiler[both msvc and gcc] never detected an ambiguilty here, compiling
ctor(, "hello") into ctor(, va_list) which, of course, caused gpf
