removed libltdl/libtool creation [modified acinclude.m4 which were creating int into just assignment LIBTOOL=../libtool]
added default system config&charsetts
prepared 'make install', now it installs
targets/cgi/parser3 into bin directory
etc/parser3.conf & etc/parser3.charsets/* into $sysconfdir and $sysconfdir/parser3.charsets respectively
